EACF Foundation (E. A. Chaudhury Family Foundation) is a charitable organization, which was incorporated on 02 July 2019 under the Societies Registration Act 1860 of the Registrar of Joint Stock Companies and Firms – RJSC (registration no. S-13155/2019) in Bangladesh. The Foundation was formed in the loving memory of late E. A. Chaudhury, former Chief of Police (IGP) and former nominated Chairman of the Board of Directors, Pubali Bank Limited in Bangladesh.

Mr. Emad Uddin Ahmad Chaudhury, popularly known as E. A. Chaudhury was renowned for his honesty, integrity, professional achievements, and social/charitable work. He played an instrumental role in founding Metropolitan Police (he was the first Police Commissioner of Dhaka Metropolitan Police) and Female police departments in Bangladesh. His notable social work included – Founder Treasurer, National Heart Foundation Hospital, President, Jalalabad Association, President, POLWEL – Police Co-operative Society Ltd., and patron of several educational and social institutions.

Following Mr. Chaudhury’s footsteps, his family started this foundation to create a platform to support the underprivileged people of the society with everyone’s contribution.

Our Story

Tribute – E. A. Chaudhury

Late Emad Uddin Ahmad Chaudhury, popularly known as E. A. Chaudhury to most people was born on 31 December 1928 in Daudpur village at Dakshin Surma upazila in Sylhet. He is the third son of the Late Khan Bahadur Gaus Uddin Ahmad Chaudhury. He successfully passed Higher Secondary Certificate (HSC) and Bachelor in Honours in History from M. C. College in Sylhet. He completed his master’s in international relations from the University of Dhaka, Bangladesh. He had a keen interest in literature and journalism during his student life.

Mr. Chaudhury started his professional career in 1951 as a lecturer at Feni College. Subsequently, in 1954 he joined the Police Service and served successfully in different key roles during his 32-year career. He was pivotal in founding the Metropolitan Police (the first Police Commissioner of Dhaka and Chattogram Metropolitan Police departments) and the Female Police Department in Bangladesh. He retired from the Police department in December 1985. Subsequently, in 1986 he acted as nominated Chairman of the Board of Directors of Pubali Bank Limited, one of the largest local banks in Bangladesh.

Besides his hectic work life, he passionately devoted his life to helping people from all segments of the community. His notable social works included – Founder and Treasurer, National Heart Foundation Hospital; President, Jalalabad Association; President, POLWEL- Police Co-operative Society Ltd., patron of numerous educational institutions across Bangladesh. Mr Chaudhury expired in January 2009 at the age of 81 years and was buried at the graveyard beside the shrine of the famous Muslim saint Hazrat Shah Jalal (R) in Sylhet.

Tribute To A Workaholic

Not many Bengalis could claim a place in our hearts for their work obsession and public spiritedness. A distinguished soul among those very few who made an indelible impression for their intense work ethic and concern for the welfare of others was late Mr. E. A. Chaudhury who breathed his last on January 28, 2009. It is indeed a sad commentary on our social responsiveness that the sterling qualities of a personality of Mr. E.A. Chaudhury’s stature went unnoticed by the public eye for such a long time. Cynics would hasten to add that Bengalis become adorable only after they pass away. It is in these circumstances that this writer remembers Mr. Chaudhury with a tinge of guilt and grief.

E.A. Chaudhury was gifted with a flair for writing, no wonder he was the editor of the school and college magazines. He succeeded in bringing out a hand-written magazine. He studied in Sylhet Government High School, did his B. A (Honours) in History from M.C. College, Sylhet and M. A in International Relations from Dhaka University. While serving as lecturer at Feni college he sat for the central superior services examination.

Mr. E. A. Chaudhury was appointed to the Police Service of Pakistan in 1954 and retired in 1986 after serving as Inspector General of Police for two years. During his eventful career he held charges of greater districts like Mymensingh, Dhaka and Jessore and acted as DIG of Chittagong range and Special Branch. Before becoming IGP he performed creditably as Additional IGP finance and development at the Police Headquarters.
Mr. E. A. Chaudhury had the distinction of being the first Commissioner of Dhaka Metropolitan Police, in whose creation he contributed significantly by framing the draft ordinance and arranging physical accommodation for expanding police units. He evinced admirable interest in developmental work and the expansive police facilities in Uttara and Mirpur became a reality due to his persistent efforts. The police officers’ mess in a prime location at Dhaka and the Chittagong Police Bhavan owe their creation to his unceasing devotion.
Concern for others, particularly in adversity brings into focus our personality traits, and this was demonstrated in good measure by Mr. Chaudhury during the unstable days of 1971, when he was Superintendent of Police, Dhaka. Many lives and property were saved due to his timely intervention.
Late E. A. Chaudhury was truly workaholic for he could work for sixteen hours a day. He relished helping his colleagues in accomplishing their task. He would often do the work of others ungrudgingly and in a pleasant manner; this was positive arrogation.
The untimely death of his young son in a road accident did not deter him from public duties, and he served creditably as Chairman, Pubali Bank Ltd. for many years after his retirement from public service. He also continued to grace the position of president of the Jalalabad Association, a body for the welfare of residents of greater Sylhet, and actively involved himself in the promotional activities. His was an exemplary, public-spirited life. May his soul rest in eternal peace.

Riaz A. Choudhury

Riaz is the Founder and Secretary General of EACF Foundation, a charity organization involved in the socio-economic development of the underprivileged people in rural areas of Bangladesh. He is also involved in other social and voluntary community activities, namely, Treasurer, National Heart Foundation Hospital & Research Institute – a not-for-profit NGO, operating a 450-bed specialized heart hospital in Dhaka and developing several educational institutes.
Professionally, Riaz has over 25 years of experience in the financial sector with a proven track record focusing on corporate finance, investment, and business development. He had worked at HSBC Bangaldesh for 22 years in commercial banking. He had led large teams as well as formulated and implemented strategic objectives for the bank. Before this role, he started his career with the Industrial Promotion & Development Company of Bangladesh Ltd. (IPDC), then a joint venture investment firm formed by IFC, DEG, CDC, AKFED, and the Government of Bangladesh.
Riaz completed his Bachelor’s & Master’s degrees, majoring in Finance and an MBA in International Business. He has undergone leadership and management development programs organized by the international bank and at esteemed educational institutions i.e. INSEAD, Indian Institute of Management (IIM), London Business School (LBS), etc. His personal interests include traveling and cricket.
